Fake degrees: Nixon U and Paramount California U are back!

On October 31st I received multiple messages the case against Axact CEO Shoaib Ahmed Shaikh was dismissed by a District and Session Judge in Pakistan (Court acquits Axact boss in fake degree case). The Axact chief was exposed in a Spring 2015 article by the New York Times that detailed the inner workings of a diploma scam which included the creation of over 300 fictitious educational institutions and accreditation agencies. The diploma mills generated for its owners hundred’s of millions of dollars by selling fake degrees to individuals worldwide and especially in the GCC.

Bogus universities have been a subject area I have been following for quite sometime in the US and in the MENA region. I contacted and assisted in early 2015 Al Fanar and The National about another bogus university in which both papers published stories. On May 26th, 2015 I wrote an article on my blog called Call for Action: Shut Down Diploma Mills, which focused on how many people in the GCC have a degree from an Axact bogus university posted on their LinkedIn profile. A number of publications re-printed my article or conducted follow-up stories. In addition many other papers have written on the subject including Gulf News and Emirates 24\7.  I thought the diploma mill companies led by Axact had been exposed and after the raid the Pakistan justice system would convict these perpetrators, I was wrong.

I was contacted by a person who had been duped earlier into enroling of one of the bogus schools. This individual sent me a message on October 23rd, which said: ” “am not sure whether you remember me. I think that the education scammers are back. Had phone calls on different occasions. If you reply to this mail, can supply you with the numbers.”

 On October 31st, I received from this person an email he/she received:

What can we do about these companies who by their actions are hurting education throughout the GCC, doing harm to companies who hire these grads and hurting the reputation of legitimate universities worldwide who have quality online degrees? I recommend the federal agencies in the GCC to consider the following actions:

  1. Take a very aggressive stand in letting the public know these companies are still operating
  2. The appropriate government agencies in the GCC coordinate a plan of action to turn off and shut down such diploma mills
  3. Dismiss or not hire any person who shows on their Cv or public record they have a degree from an identified bogus school
  4. Block the Internet addresses of any identified bogus school

While the Axact scandal is not as critical as war/peace, and reducing poverty, the education of the nation’s citizens is vital for business and society. Governments spend anywhere from 15-25% of their GNP to provide legitimate education to its citizens. I had hoped in 2015 the Pakistan raid on Axact and the arrest of the CEO would put this group and others like them out of business. Unfortunately the alleged leader is now free and it appears the justice system failed in getting a conviction. It now up to other governments worldwide to take action.

    1. From my knowledge of domains they should not be issued a .edu but it is not unusual to see this occur. I would image if complaints were filed with domain authorities they get the edu pulled. However they could get another domain such as .com .net or another extension.

    1. I see nothing on PCU that shows a student can receive federal or state financial aid or loans. Further they are not accredited by any of the regional associations aka Western States. I do not find any evidence they are a legitimate school which a higher ed institution who is regionally accredited would accept their credits. Buyer Beware!

      I also recently received an email from someone named David Grey from the admission office of National Valley University informing me regarding the scholarship program that they are offering. I’ve even received a lot of missed calls from them.
      On the email, they are asking me to send the scanned documents for the university admission. So then, I decided to do a research first regarding this dealings. Just felt so relieved that I checked it out first before doing transactions with them.

      They offered me a scholarship discount of 86% and a Masters Degree in 25 days. NO one does that except fake people and they also wanted me to send them 500 dollars without any application or form or any sort of security.

    1. I just checked up on them again and after checking the accreditation groups I would say they have no accreditation recognized by US government agencies. I do not see evidence this school’s degree would be recognized by other international governments as well. I would look for other options.

  10. There are big differences between fake, operating legally, accreditation, MOE, etc. I’ve been in the biz for over 30 years. Contact me if you want to know at what level a particular school is at. We were able to get PCU shut down after complaining to various agencies for over three years.     1. I looked at the groups Caralyn show as accreditors and none are government sanctioned. I find nothing that tells me they are a sanctioned school in the US or elsewhere. If you want a degree that an employer or federal government would readily recognize I would attend elsewhere.

They will tell you about US Govt legal action against PCU and that you need to obtain a No Objections cert and pay all kinds of crap fees. Watch out! They are scammers from the same PCU team

  14. Mohammed, I am sorry but I am not sure there is anything you can do. in terms of legitimate groups who will certify this degree. In the end it’s the employer or the government where you are located to decide on whether they will recognize the school.

  15. I am not saying that. I am not sure of the rules in your country such as Kuwait. I would wonder if the company you work for or would work for would accept the degree from the school you mentioned. They may well say it is not a valid institution since they have no accreditation that is normally recognized. I know some HR people in the business sector would look at a diploma from a non-accredited school and say we will not pay you based on that degree.

    If you really want to know on this question of the degree from Palm Creek then ask your HR office. That would be an official and not just opinion.

  17. An update on bogus degrees. On July 22nd 2018, Higher Education Ministry of Kuwait reports 40 forged diplomas to Public Prosecution. In the meantime, a newspaper report published yesterday quoted a security sources who said that a number of forgers are expected to be arrested and sent to the public prosecution soon, adding that they would be legally obliged to return money that they have collected for selling forged degrees.   18. I fell prey to one of these universities, Palm Creek University. I did get the degree documents but then they called again to tell me that I need to get them attested (accredited) and that I need to pay a huge fee for that I told them that they cheated and that I wouldn’t send the money and not use their certificates. Then after 12 months I get a phone call saying that the university is fake and the president of the university is imprisoned and that the document I got would be used against me for a trial on having fake certificates. the caller also told me that to remove my name legally I would have to get NOCs from 3 US dept. and it would cost me USD 4,500. They asked me to make the payment immediately or face legal action. So, what do you think this means and what should I do?

    Yes, I have and am being scammed by them.
    They are now calling stating that they are from the MOI, MoFA, Embassy in America, from the local newspaper, and that a USA Tax Rebate is ready to be issued but is always held up due to a new requirement.
    These people need to be dealt with by the law & like a lot of them appear to be in / operating from the USA the federal government needs to take a lot more proactive action against them.

  22. I have had a phone call from steve “from the INTERPOL”, about CALBrooks & processes that need to be done because there is a problem and he was going to call back. that was 3 hours ago.
    If he calls back then I will pass the information on to a lawyer, the press & to a family friend who is a senior police officer, he should be able to find out if I am on any lists with groups like this.
    USAC.org is also pushing to get money out of me to clear documentation from;
    USDLA, ABHEC & World Educational Council.
    Is this all part of AXACT scam company.

      2. Checking the address in Oceanside it isa location for a UPS office and their website does not show an of their officers so I believe it is likely a fake front or bogus. Also USAC is not a government recognized organization. Question of shutting them down. Some agencies try to monitor these groups but are difficult to close because they pop up under another name. Publicity is the best weapon so far. Your instincts tell you best when it might be a scam or at times extortion. Block their calls put them on spam lists but keep away from them.

    some sort of financial task force based in France web address is FAFT-GAFT.ORG.
    As they have sent me a letter via e-mail saying a refund from the IRS for Eduction is being sent to me, But I think it is all part of the above scams.

    Also, they tried to get money from me via a court letter from the “Unite States 9th circuit court”. This was reported to the court with an attached copy of the letters and a voice file, I was informed that it was going to be handed over to the Marshals

    The one I have received shows an email address as “5Ymail” which on a web check of 5YMAIL.com is an Anonymous E-mail service.

  28. Just to update on the above about the FATF-GAFI.ORG, they are a real organization based in France and do have a warning that SCAMMERS are using their name to get money/information from people.

    The advice above will help you avoid the trap, so check the header details & use google to check the IP address which is 4 sets of numbers with a dot between them.
    example 000.000.00.000, the exact number of digits varies but will be no more than 3 per block.

  31. California Brooks University is one of these scams. I paid my tuition fees and everything and they wanted me to pay more money. They use they same pictures and looks the same as the websites posted here.

      The only way to stop them is to tell them NO.
      They will keep contacting you to try and get money, but be brave and Do Not give them anything.
      If you sent money via a credit card then request a new card without delay, if they ask why tell them that you fell for a scam.
      They drove me to the point of wanting to end it all, please do not give them anything.
      The law is not tight on who can call themselves a university, and they operate knowing this from other countries.

      The best way forward is block their number and any others that call you on this, also tell them that you are reporting this to the police.

      Let people know that the scammers are doing.

    I received a number of calls today from Gulf investigation bureau in Dubai, the voice on the other end sounded like some of the previous ones.
    I have informed them that the calls will be reported to the CID here, but the other person just wanted to push if I had received e-mails from them, USDEgov..org and some news group, to which I said no however if I do then they will be passed on to CID for action.
    I will also be passing to CID the voice files of the calls.

    1. I am sorry to say this, but you will not get any thing back from these guys.
      A number of questions,

      Did you pay by credit card, if you did try to contact them and tell them what happened (maybe they can get some of the money back). Also cancel the card and ask for a new one to be issued.

      Did you pay directly from your bank account, if yes contact the bank and ask if they can help in getting the funds returned.

      File a police report on this, and let others know about these scammer.

      But, sorry that you fell in to their hands as it is difficult to find information on them and other scammer of the same kind.
